By a vote of 3 to 0 , the board finds that the
Respondent ( has) ( x has not) shown cause for retention.
a) The board specifically finds by a preponderance of
the evidence that the Respondent ( x has) ( has not)
failed to demonstrate acceptable qualities of leadership
required of an officer in his grade as evidenced by statements
that he made which are conduct within the meaning of
paragraph 3 of CNO Message 010300Z MAR 94
(NAVADMIN 033/94) and the presumption of homosexual
conduct thereby raised is not rebutted.
3. Recommendation of the board:
By a vote of 3 to 0 , the board recommends that
the Respondent be:
retained
x separated from the Naval Service, and that the
discharge be an HONORABLE DISCHARGE.
