Officer Fitness Reports

This page contains the narrative comments from all of LT Thomasson's Officer Fitness Reports (Performance Evaluations) issued since 1989.

Fitness reports are the primary means used by the Navy to review the performance of officers. They influence important decisions regarding promotions and assignements, and are issued on either a periodic basis, or upon the detachment of either the "reporting senior" (the reviewer) or the officer being reviewed.

LT Thomasson had received the highest possible "grades" in all categories, and been uniformly recommended for early promotion in all fitness reports from 1989 through his discharge in June 1995.

The FITREP narratives are arranged in inverse chronological order.
All emphasis (bolding and underlining) is from originals,
with hand-written annotations presented in italics.

Rear Admiral Albert H. Konetzni, Jr., USN
The Assistant Chief of Naval Personnel for Military Personnel Policy and Career Progression (Pers-2)
Bureau of Naval Personnel, Washington, DC
June 15, 1995

"Submitted on the occasion of Lieutenant Thomasson's separation from the Navy. His performance in the Office of Military Policy and Career Progression has continued to be absolutely outstanding. A true self-starter, he has found numerous ways of applying his myriad talents toward tackling many of the toughest problems in our organization.

Specific accomplishments include:

Identified milestones in the electronic staffing of retirement requests and created automated management tools to track processing times and generate overdue lists.

Computerized the determination and computation of time-in-grade waivers allowing significant decreases in the time required to obtain these "long poles" in retirement request processing.

Combined and cross-checked multiple data sources to provide officer community managers with extremely accurate projections of officer separation and eligibility data required for the FY96 Selective Early Retirement Board plan.

Provided countless hours of computer training to the Pers-27 staff in order to ensure that the great strides he has made in data management continue after his departure.

In the four months since his last report, his efforts have resulted in dramatic increases in the efficiency of retirement request processing and a higher level of service to the fleet. Throughout our association, Lieutenant Thomasson has consistently demonstrated that he possesses the leadership, management, and technical abilities necessary to guarantee his success in every future endeavor."

"Lieutenant Thomasson is a superb young officer who has contributed significantly to the success of this organization and the Navy. Meets every challenge with unrivaled ability, superb judgment, and unique vision. Volunteers for everything. Constantly rethinks and refines existing processes. . . not afraid to question the status quo. Commands the respect or his subordinates and seniors alike through honesty, integrity, and forthright communication. Clearly on the fast-track to success in this, or any, organization.

Specific accomplishments include:

My choice to coordinate the entire FY1995 Selective Early Retirement Board process. . . responsible for every aspect of board preparations and notification. Performed magnificently in this extremely high-visibility high-risk assignment. . . lauded by senior Navy leadership as the best-run SER process to date.

By compiling, manipulating, and cross-checking data from many sources, he reduced the number of unrestricted line captains required for selection for early retirement by half. . . an extraordinary accomplishment which would not have been done without his computer expertise and attention to detail.

As Pers-5 Administrative Assistant, he kept me on-track and solved problems quickly. . . trusted implicitly to have the right answer, the first time.

Requested by name to produce the Chief of Naval Personnel's written statement for congressional testimony. . . once again set new standard for style and presentation.

Lieutenant Thomasson is one of the finest junior officers I have ever had the pleasure to serve with. Clearly ready now for positions of increased responsibility. His contributions to the Navy and BUPERS have been exceptional. He should be a first choice for Lieutenant Commander! For his sustained superb performance, he has earned my strongest possible recommendation for command ahead of his peers, service college selection, and joint duty. Continue to challenge him with the most difficult assignments, he will excel!"

Constantly refines and rethinks systems and procedures in order to reap efficiencies. . . has done the work with one yeoman, previously done with three. . . a superb manager of time and resources who truly "leads from the front."

An extremely talented writer, he consistently produces concise, eloquent, and error-free correspondence. . . trusted implicitly to be correct the first time.

Played an instrumental role in articulating the requirements for, and troubleshooting during the installation of a new Local Area Network. His computer knowledge and foresight have provided N12 with greatly enhanced ADP capability and versatility.

"YOUR FIRST CHOICE FOR EARLY SELECTION FOR LCDR!

A Spectacularly good officer! Extremely confident and decisive, LT Thomasson possesses a prodigious ability to prioritize dynamic requirements while maintaining "the big picture." Meets every challenge with extraordinary creativity and enthusiasm. . . always producing superb results. Keeps me informed, and out of trouble. Brought insights from the Joint Staff that serve us exceptionally well. A true "renaissance man," he does everything well. Works way beyond the level you would expect of a junior officer, has a brilliant, brilliant future.

Among his many specific accomplishments are:

Personally producing the written statement and embedded graphics used by the Chief of Naval Operations for Congressional Testimony. . . an impressive document lauded by the sub-committee chairman as "the most responsive statement" he had seen in all his years in Congress.

On numerous occasions, conceiving and producing graphics used to brief critical decision items to Navy's senior leadership in a crystal-clear manner. . . working under immense pressure with tight deadlines, LT Thomasson's superb visual communications skills and attention to detail produced spectacular results time after time.

Becoming widely acknowledged as a "computer expert," he is the rescuer sought out by far-flung computer users with "data emergencies" and configuration problems. He has devoted immeasurable effort well beyond his regular duties to building the information management infrastructure of our organization.

Consistently making the right choices. . . has frequently been required to make important decisions in my absence. . . his unfailingly sound judgment has earned the complete confidence and trust of everyone with whom he deals.

Lieutenant Thomasson is a man of action and a true "front runner" who should be groomed for the most senior leadership in tomorrow's Navy. In the meantime, if you are in your right mind, you want Paul Thomasson working for you, whether the environment is staff or operational. He is on my short list of people with whom I want to serve again. I recommend that he return immediately to a highly responsible flying billet to ensure that he maintains his aeronautical skills and stays highly competitive within his community. For his sustained superb performance, he has earned my strongest possible recommendation for immediate promotion to Lieutenant Commander (he should be the very first among his peers to be selected for promotion), operational command at the earliest opportunity, service college selection, joint duty and assignment to the most challenging billets. LT Thomasson has genuine flag potential."
