Lieutenant Paul G. Thomasson, United States Navy, distinguished himself by exceptionally meritorious service from 2 April 1991 to 1 April 1992 while serving a as a Strategic Planner, Strategy Division, Strategic Plans and Policy Directorate, the Joint Staff. Lieutenant Thomasson was an integral part of several extremely demanding and most important staff actions. He personally influenced major national security decisions through the adroit and skilled presentation of information used by the Chairman of the Joint Chiefs of Staff in briefings announcing the President's Nuclear Initiative, Congressional Budget Testimony, and Base Force Testimony. Because of his superior communication skills and knowledge of the subject matter, Lieutenant Thomasson was selected by the Chairman of the Joint Chiefs of Staff to accompany and assist him during his testimonies to the Senate Armed Services Committee and the House Budget Committee. Lieutenant Thomasson also prepared and assisted the Director for Strategic Plans and Policy, in presenting numerous strategy briefings to audience including the general officer CAPSTONE seminars, the National War College, the Army War College, and other important fora. The singularly distinctive accomplishments of Lieutenant Thomasson reflect great credit upon himself, the United States Navy, and the Joint Staff.

Thomasson, United States Navy, distinguished himself by exceptionally meritorious achievement from 1 June 1991 to 15 August 1991 by assisting and preparing for the 1991 CINC's Conference. Throughout this period, Lieutenant Thomasson's outstanding professional skill, knowledge, and attention to detail contributed immeasurably to the success of this significant conference. His contribution in developing two critical briefings for the Director for Strategic Plans and Policy's presentation were noteworthy. These strategy briefings were the focal point of the CINC's conference and stimulated both indepth discussions and clear guidance on issues affecting the future of the United States Military. Lieutenant Thomasson's initiative, forward thinking, and personal drive were clearly evident in his preparations. The singularly distinctive accomplishments of Lieutenant Thomasson reflect great credit upon himself, the United States Navy, the Joint Staff, and the Department of Defense.

Demonstrating exceptional drive, initiative and leadership skill, he developed and implemented numerous innovative maintenance and administrative practices which resulted in enhanced squadron readiness and responsiveness. Displaying uncommon motivation, extraordinary enthusiasm and exceptional management expertise, he achieved uniformly superb results in every endeavor while serving in three Department Head billets. Lieutenant Thomasson's professionalism and total dedication to duty reflected great credit upon himself and were in keeping with the highest traditions of the United States Naval Service."

Demonstrating exceptional operational acumen and analytical ability, he developed and executed an innovative tactical training program, resulting in an extraordinarily high level of on-station crew performance. His contribution allowed the squadron to excel en every aspect of anti-submarine and anti-surface warfare throughout the deployment. His diligent efforts, resourcefulness and perseverance contributed significantly to the accomplishment of Patrol Squadron NINE's mission. Lieutenant Thomasson's professionalism and devotion to duty reflected great credit upon himself and were in keeping with the highest traditions of the United States Naval Service."

Thank you for your contributions in support of my recent testimony before various committees of Congress regarding the FY 1993 Defense budget.
These hearings involved many issues that will determine the future of the Armed Forces of the United States. In my estimation, articulating the National Military Strategy and the Base Force that supports it ranks among my most important challenges as Chairman. It is critical that the Congress fully understands that our strategy meets the requirements of a rapidly changing world while serving the best interests of our national defense.
